 Currently, the Tobacco Cessation Department at Anaheim Regional Medical Center (ARMC) serves over 3,700 people who want to quit smoking each year. On average, this means the department helps 10 people quit smoking every single day. With a staff of 11 and services offered in English, Spanish, Vietnamese, Korean, and Farsi, the Tobacco Cessation Department has come a long way since 2003, when it was first established at ARMC.

California is the Second State to Prohibit Flavored Tobacco Product Sales

The California bill will ban the sale of menthol cigarettes and all flavored e-cigarettes statewide, as well as flavored non-cigarette tobacco products such as smokeless tobacco and some cigars.

However, the new law includes three exemptions from its blanket ban on flavored tobacco products:

  • The California law exempts hookah and shisha if sold by a licensed hookah tobacco retailer that limits entry to those aged 21 and over.

  • The California law exempts the sale of premium cigars.

  • The California law exempts the sale of pipe tobacco.

The new California law does not prevent local action that goes beyond state law in prohibiting the sale of flavored tobacco products. This leaves open the opportunity for local authorities to close the exemptions created in state law.

On August 28, 2020, California became the second state in the nation, after Massachusetts, to pass a broad law prohibiting the sale of most flavored tobacco products.

Governor Gavin Newsom signed the legislation, and it will take effect January 1, 2021.

The new California law, known by its bill number SB793, was sponsored by state Senator Jerry Hill. The law states that...

"A tobacco retailer, or any of the tobacco retailer’s agents or employees, shall not sell, offer for sale, or possess with the intent to sell or offer for sale, a flavored tobacco product."

8 Things Physicians Should Know About Smoking Cessation

Tobacco use is the number one cause of preventable disease, disability and death in the United States. Quitting is even more important especially during COVID-19, because smoking reduces lung capacity and increases the risk for many respiratory infections. Here are eight major things physicians should know to help their patients quit smoking.

5. Explain how quitting improves health

  • Cessation should be discussed with every patient that smokes at every visit. Physicians need to urge patients who smoke to quit in a personalized way, often linking it to the health issues that they are addressing.

6. Counseling and FDA approved medication boost quit success

  • A person’s chance of successfully quitting doubles when FDA-approved cessation medication and counseling are used in combination.

7. E-cigarettes are not proven to help

  • Due to inadequate evidence, it is uncertain whether e cigarettes/vaping aid in smoking cessation.

  • Urge patients to use evidence-based public health recommended counseling and medications that are known to be safe and effective.

8. Smoking kills 50% of our patients

  • Among our patients who are currently smoking and don’t quit, 50% will be killed prematurely by their tobacco dependence. Dr. Fiore said, “It has to be part of primary and other care. We’ve got to help our patients quit smoking.”

1. Initiate conversation to reach the patient

  • When a physician speaks to a patient about smoking, it is one of the most powerful prompts for them to think about quitting.

2. Recognize tobacco is a powerful drug of dependence

  • Over half of people who smoke try to quit every year, but they typically try cold turkey and do not succeed in the long-term. To overcome this barrier, physicians can “recognize smoking as a drug of dependence that requires medical treatment—both counseling and medication,” said Dr. Fiore.

3. 2 in 3 people try to quit cold turkey

  • Don’t try to change patients’ minds about quitting cold turkey, instead build on their enthusiasm by congratulating the patient for taking the steps toward a tobacco-free journey and offer them tools and resources.

  • Evidence shows interventions increase cessation among adults interested in quitting when measured six or more months following intervention.
